   Eish! The reverse side is that we must have more criminals on the streets.

   A meaningless statistical array in isolation from other factors. A function of criminality in the population or of relative efficiency of policing and prosecution? I know which applies to South Africa… Also, we have routine mass releases of prisoners because of over-crowding and limited capacity.

   How do south east asia (e.g India, Thailand,China, Pakistan), middle eastern, eastern europe (e.g. Croatia, former Yugoslav, georgia, Turkey) (e.g Israel, Iraq, Dubai) and south american (e.g. Mexico, Colombia) countries compare?
