   Cape Town could learn from them, I suppose. How do they obtain water? Desalination plants?

   Investigating water supply solutions already in implementation elsewhere is a great idea.

   Arica and surrounds get their water from a system of rivers and designed canals, and from aquifers underground.

   If you’d like to read more, there is some interesting information on their water supply and regulation in the paper ‘Institutional and Organizational Arrangements for Water Markets in Chile’ (Robert R. Hearne) – you can read an extract of this in the book ‘Markets for Water: Potential and Performance’ via Google Books.

   Additionally, the section on Arica in the book ‘Going to Extremes’ by Nick Middleton is very illuminating.
