      Correct, in the late 80’s only SA had a mobile network. From the report (Information Society Statistical Profiles 2009 Africa, ITU):

      In 1989, only South Africa had an operative mobile cellular network, and there were less than 4000 subscriptions. It took seven years [for Africa] to surpass one million mobile subscriptions. The 100 million barrier was shattered in 2006, and by the end of 2008 there were 246 million mobile subscriptions in Africa.

   South Africa has roughly 6% of Africa’s population (50 million / 900 million). Therefore, Mzansi is still punching above its demographic weight.
