   Is that 20% of 51 million people? and what are they classified as according to the labour force survey categories?

   Probably has Much to do with the Classification of Formal/Informal Sector.
   I’d imagine Most Family-owned Retail Stores would be Informal Overseas, but they are Classified Formal here.
   Also there is the thing where Foreign Retailers are not obligated to pay taxes, so their employees are Not registered.
