   Red tape is directly linked to staff members who does not have enough experience to handle a task and thus no sanctions whatsoever. When a situation rocks up where that staff member must make a decision he/she is not qualified enough to do so. Then the excuses why the task at hand cannot be done comes into play as the staff member does not want to admit of his/her incapability to handle the job… thus red tape comes into play…
