   I don’t understand this fact. What does “lowest voting age population” mean when it is measured as a percentage?

      Thanks for your comment. The fact is referring to the voting age population turnout, which is the proportion of the voting age population (those aged 18 years or older) who cast a vote. For example, 57% of the voting age population voted in the 2009 general election. This is done to make the elections comparable.
