An estimated 1.3% of government expenditure goes towards prisons in South Africa, in 2021/22 that came to more than R25bn. Of that R25bn, 59% is allocated to incarceration, 9% towards rehabilitation, and 5% towards social reintegration, while the remaining funds go towards care and administration.
