The indigent policy aims is to alleviate poverty in disadvantaged communities by providing free basic water, basic electricity, and subsidised sewerage and sanitation. According to the Non-Financial Census of Municipalities, in 2013 of the 10 million consumer units receiving electricity, 2.5 million were receiving free basic electricity. (http://bit.ly/1z4yR1n)
